• C40 Report
  Climate Solutions International and C40 Cities have co-authored a report, “Mainstreaming Climate Adaptation in City Financial Planning and Budgeting”. From the C40 site:

  “Cities worldwide are already experiencing severe impacts from the climate crisis, such as flooded streets, overwhelmed infrastructure, and the growing human toll of heatwaves, droughts, and storms. Amid these realities, adaptation is not an optional add-on to climate policy; it is a core responsibility of local government. Protecting lives, safeguarding infrastructure, and building equitable, resilient communities requires embedding climate risk into every aspect of financial decision-making.

  This report offers a practical guide for cities to integrate climate adaptation into their financial planning and budgeting. It argues that climate risks are already creating financial losses and that resilience must be embedded across all levels of government decision-making. The report presents a structured framework of seven building blocks, ranging from multi-level integrated governance and risk assessments to budget processes and capital investment planning, that cities can use to systematically align adaptation with their financial systems.

  It emphasises that adaptation is a long-term, evolving process, requiring flexible strategies, equity considerations, and planning horizons that extend to 2100. Drawing on real-world city experiences, the report provides both strategic insights and actionable steps to help governments mainstream resilience into everyday financial decisions, ensuring that investments today are capable of withstanding tomorrow’s climate challenges.”
