Dr. Jan Whittington is a global expert in infrastructure planning and economics, smart cities, climate budgeting, climate-smart capital planning, and city climate finance. She is the founder and CEO of Climate Solutions International, Inc., headquartered in Seattle, a Professor and Director of the Urban Infrastructure Lab at the University of Washington, a Senior Non-Resident Fellow at the Metropolitan Policy program of the Brookings Institution, in Washington D.C., and a former scientist, strategic planner, and senior planner for the international infrastructure giant, Bechtel Corporation.  As an academic, she has published more than 50 articles, chapters, and research reports, on cities, law, planning, and finance. In the private sector, her more than 50 plans, financial models, and projects span the sectors of infrastructure across five continents. Her PhD (2008) is in City and Regional Planning from the University of California, Berkeley, where she was advised by economic Nobel laureate Oliver Williamson. She holds Bachelor’s degrees in Biology and Environmental Studies from the University of California, Santa Cruz (1987) and a Masters from California State Polytechnic University, San Luis Obispo (1993).

Her models and procedures for climate-smart city capital planning, investment, and finance, are the centerpiece of programs funded and promoted by the UNFCCC Global Environment Facility, the World Bank, United Nations, C40, Climate Bonds Initiative, Rockefeller Foundation, and a wide variety of regional banks. For the World Bank’s City Creditworthiness Initiative, she worked with municipalities in 30 countries at the intersection of climate change and capital planning, reaching more than 700 chief financial and planning officers in 300 cities across the global south. In 2021, on behalf of the World Bank and the City Climate Finance Leadership Alliance, she co-authored the State of City Climate Finance Report, featuring methods she developed for integrating climate action within city planning, budgeting, and finance. She is the lead author of C40 Cities global guidance, Mainstreaming Adaptation in City Financial Planning and Budgeting, a fundamental component of the effort to begin climate budgeting in cities around the world. Her work has also been featured by the US Treasury in its 2022 Summer Series as the means for cities to maximize the benefits of the Inflation Reduction Act. In these and other global forums for cities, her applied models—now available through Climate Solutions International, Inc.—are recognized as core tools for cities to integrate climate change into budgets and finance for capital and operations.
